The Española Municipal Code Chapter 300 Section 70, says those eligible may receive the discount if their total household income does not exceed 120% of the of the most recent federal poverty guidelines issued by the U.S. Department of Health and Human Services.

The monthly service fee for all water accounts in the city is $24.63 per month, or just under $300 each year.

The applicant must reside at the service address and be the head of household. They must include the names, ages and incomes of all people living at the address.

Applicants are required to submit proof of wages, Social Security payments, retirement benefits, unemployment payments, veteran’s payments, cash assistance welfare payment, disability, alimony and child support income, SNAP benefits, interests and dividends, royalties, rental income and any other income they, or other household residents, receive.

The most recent state and federal tax returns or New Mexico Personal Income Tax forms are also required. If someone is not required to file taxes, they must submit the same proof of income along with three months worth of bank statements.
